We are recruiting for a Payroll & Benefit System Coordinator-Senior. This position is located in the Central Payroll Unit in the State Controller's Office, within the Division of Executive Budget and Finance (DEBF). The position will be headquartered at the DOA Office Building at 101 E. Wilson Street, Madison, WI 53703.

The employee hired into this position will be expected to work from their headquarter location at least two days per week with the possibility of working from home the remaining days.

Position Summary

This Payroll and Benefits System Coordinator - Senior position coordinates Leave Accounting and other technical operations that pertain to paycheck cycle system activities within the Central Payroll Section. Workload will encompass other absence, time & labor, and payroll duties such as helping resolve complex system and agency issues and developing procedural documentation while working cooperatively with other Central Payroll staff to provide coverage on section responsibilities and STAR PeopleSoft system support duties. The position is a subject matter expert on the PeopleSoft modules such as Payroll, Time & Labor, and Absence.

This position will be expected to explain policy, procedure and laws to agency staff and employees, and collaborate with Division of Personnel Management staff, system analysts, and other business partners.

Salary Information

This position is in the schedule-range (81-03) with an hourly rate between $34.00 and $37.50 ($70,720 - $78,000 annually). A 12-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process.

Per current DEBF policy, this position will be expected to report into their headquarter location at least 2 days a week.

Qualifications

Qualified candidates will have experience :
  1. Processing payroll and/or human resources within an enterprise resource planning system (like PeopleSoft or similar system).
  2. Researching and interpreting either local, state and/or federal laws, or statutes and administrative code as it applies to their scope of work.
  3. Reviewing or auditing and resolving payroll and/or data discrepancies (e.g. validating data, identifying cause of data errors, and making timesheet or benefit adjustments, etc.)
  4. Proficiency in Microsoft Excel or similar, including basic Formulas and Data Analysis tools (e.g. Sum, Average, Sorting, Filtering, etc.).

Additionally, a well-qualified candidate may have knowledge or experience in the following :
  • Performing payroll calculations including taxes, benefits, and miscellaneous deductions.
  • Testing system design changes or modifying queries in PeopleSoft or other database table-based systems.
  • Providing payroll services within the state or other public sector setting that include interpreting and applying compensation plan provisions or other complex payroll policies.
