EXECUTIVE DIRECTOR OF FINANCE

SUMMARY

Under the direction of the Assistant Superintendent of Business Services, the Executive Director of Finance plans, organizes, and directs the financial operations of the district. Responsibilities include supervising financial affairs, preparing the annual budget, managing audits, ensuring compliance with federal, state, and local regulations, and providing financial analysis and support to district leadership.

RESPONSIBILITIES

  • Supervise the district's financial affairs, handling funds, directing accounting and reporting procedures, and developing the district budget.
  • Supervise accounting and payroll staff; provide overall direction, coordination, motivation and evaluation to ensure high levels of efficiency and accountability.
  • Prepare the District Annual General Fund Budget, including Multi‑Year Projections (MYPs) using FCMAT's Projection Pro software, and manage reserves and long‑term forecasting.
  • Submit quarterly, semi‑annual, or annual financial reports to the County Office of Education and the State for board approval.
  • Ensure compliance with federal, state, local funding regulations, GAAP, and the California School Accounting Manual (CSAM).
  • Manage and support both internal and external audits, maintaining documentation and facilitating auditor requests.
  • Analyze financial data, develop recommendations, and communicate financial concepts to non‑financial partners.
  • Adapt to changing funding environments, lead collaborative teams, and achieve district financial and operational goals.
  • Supervise development, implementation, and administration of various district budgets, including Special Reserve, Bond Funds, Deferred Maintenance, Food Services, Adult Education, and other funds.
  • Assist district administrators in implementing budgets; facilitate quarterly site and department budget update meetings; report to the Assistant Superintendent, Business Services.
  • Plan, organize, and direct business office activities, including accounting system maintenance, financial report generation, payroll preparation, and support for transportation and food service accounting systems.
  • Maintain and advise on district cash flow, manage debt service obligations, and oversee borrowing mechanisms such as COP financing and general obligation bonds.
  • Provide statistical and budgetary analysis of negotiation proposals to the Assistant Superintendent, Business Services and Human Resources.
  • Administer financial aspects of district insurance programs (medical, dental, vision, life, workers' compensation, liability).
  • Attend board meetings, conduct public presentations, and attend required conferences.
  • Perform other related duties as assigned.

ESSENTIAL JOB FUNCTIONS

  • PHYSICAL: Walk, stand, and sit for extended periods; read printed matter; hear and understand; speak English; lift/hold up to 20 lbs; use computer equipment; move throughout the building.
  • MENTAL: Concentrate on tasks up to 3 hours, learn quickly, prioritize, use sound judgment, meet deadlines, and communicate clearly.
  • SOCIAL: Work independently, interact with staff, parents, and students, maintain confidentiality, ensure consistent attendance, and pursue continuous professional improvement.

QUALIFICATIONS

  • Education: Bachelor's Degree in accounting, business administration, or public finance from an accredited college or university.
  • Experience: At least 4 years of recent supervisory, development budget accounting, and auditing experience in the California TK‑12 public school or college setting (or equivalent training).
  • Personal Qualities: Resourceful, innovative, helpful, diligent, persistent, and willing to work with colleagues and students.
  • Additional: Valid California Driver's License.
  • Preferred: Master's Degree in a related field, Chief Business Official (CBO) Certificate, or ability to obtain within one year.

COMPENSATION & BENEFITS

Managed salary placement: $139,997 – $163,038 annually (salary prorated based on start date and experience). Health benefits provided under the Management Plan Rates and Summaries for 2025‑2026.
